Chelsea Scheid, Chair
Chelsea has been involved in the transportation and tolling industry for the past 10 years. She is a toll facility designer and is involved in the design of toll site infrastructure. Chelsea is a graduate of the 2020 IBTTA leadership academy and served as the 2019 YPC Founders Committee and 2020 YPC Steering Committee Chair and is very excited to see this program grow over the next year.

Keith Meehan, Co-Vice Chair
Michael Baker International
Keith has been in the transportation industry for 8 years, with the past 2 years being involved with IBTTA. He specializes in traffic engineering and operations, with experience ranging from traditional engineering studies, designs and operations to policy development and program implementation. Keith was a member of the 2020 YPC Networking Subcommittee and looks forward to supporting the continued growth of the council as we transition back to in-person events and mature the program over the next year.

Jason McCartney, Co-Vice Chair
Jason has worked in the ITS and Tolling industries for the entirety of his 11 year career. His focus has been on designing the civil infrastructure required for ITS and tolling systems. In addition to Jason’s role as Co-Vice Chair of the IBTTA Young Professionals Council, Jason also serves as Chair of Gannett Fleming’s internal young professionals network, the Future Generations of Gannett Fleming. Jason was a member of the 2019 YPC founders committee and is dedicated to improving young professionals access and opportunity in the tolling industry.

Robert Kopelk, Steering Committee Member

Robert has over 7 years of experience in the transportation and tolling industry.
He has been involved in roadside toll system design, construction, implementation, toll operations and enforcement. He recently became active in IBTTA and hopes to encourage young transportation professionals to pursue careers in the tolling industry.

Chloe Strasser, Steering Committee Member
Chloe has been in the transportation industry for the last two years. Chloe works for the Port Authority of New York and New Jersey (PANYNJ) and is responsible for the oversight of the electronic toll collection back office contract for the operations and system for E-ZPass and Tolls by Mail. Chloe previously was in the Operations Fellowship program at the PANYNJ where she held roles including Project Manager and the George Washington Bridge Bus Station Operations Supervisor. Chloe holds a BA in Urban Studies and a BA in Public Health Policy from the University of California, Irvine. Her graduate studies were at Rutgers University where she received a Master of City and Regional Planning and a Geographic Information System (GIS) certificate.

Kristen Johnson, Steering Committee Member
ITR Concession Company
Kristen joined the tolling industry in 2012 and currently heads up the Strategy and Analytics function for the Indiana Toll Road Concession Company (ITRCC). Throughout her time in the industry, Kristen has been involved in all facets of tolling operations, including business strategy, operational performance and reporting, dynamic pricing, back office systems, continuous improvement and risk management. Kristen is an IBTTA Leadership Academy Alumna and is passionate about growing diversity within the tolling and transportation industry.

James Bird, Steering Committee Member

James has been in the tolling industry for the past 4 years specialising in AVC technology, Toll site design, roadside installations, maintenance and field support/training. Prior to this James worked in the design and build of data centers. James worked closely with the TIP and mentorship teams and looks forward to helping them thrive and expand over the coming years to help push the YPC forward.

Andrew Bunn, Steering Committee Member
Andrew was the first IBTTA Foundation Scholarship winner in 2017, and has remained involved with the organization since then. He is part of a rotational development program with VDOT and intends to work in mobility planning down the road. Andrew hopes to provide more opportunities to college students and young professionals to discover and become involved in the tolling industry through the YPC.
